Close associates say Reagan had no use for sea treaty

Contradicting the testimony of those supporting the controverial Law of the Sea Treaty. Former Reagan national security advisor, Judge Clark and former attorney general, Ed Meese say their boss would never have supported the treaty as it is now even with changes. The two say that Reagan was unhappy with with the basic idea of a few selected international bureaucrats dictating to the world how it would use the oceans. In a speach given in 1978 Reagan said,"No national interest of ours could justify the handing sovereign control of two-thirds of the earth's surface over to the third world" He went on to say, "No one has ruled out yet the idea of a treaty--one which makes sense-- but after two years of negotiating, it became apparent that the underdeveloped nations who now control the General Assembly were looking for a free ride at our expence--again."
