April 28 (Bloomberg) -- Hoshyar Zebari was named Iraq's foreign minister and Ali Abd al-Amir Allawi finance minister as the National Assembly voted today in favor of Prime Minister Ibrahim al-Jaafari's partial cabinet list.
Two deputy premiers have yet to be named, while the oil, defense, human rights, industry and electricity posts will be filed on a temporary basis because of disagreements among Shiite, Kurd and Sunni politicians. Former Pentagon ally Ahmed Chalabi is one of four deputy premiers and acting oil minister.
The legislators approved the list with 180 members voting in favor out of 185 present in the 275-seat Assembly, a live telecast of the session aired by broadcasters from the temporary parliamentary building in Baghdad's Green Zone showed.
``It is time to carry out our duties and our missions and we should support each other to reach our final goals,'' al-Jaafari said, taking the podium before the vote.
Political deal-making delayed the formation of Iraq's first democratically elected government in more than 50 years, as the country's religious and ethnic groups vied for power following Iraq's Jan. 30 balloting for Assembly members.
Al-Jaafari's administration will now be under pressure to complete the tasks for which it was created: drafting a permanent constitution by August for an October referendum and preparing for general elections by year's end. It will also have to stem a bloody insurgency aimed at derailing reconstruction in the country and forcing a withdrawal of U.S.-led troops.
Final Cabinet
The final cabinet will have 36 seats, including the four deputy prime ministerial posts, said Hajim al-Hassaini, speaker of the house, reminding the deputies that al-Jaafari has one month from his April 7 appointment by the presidential council to complete the formation of his government.
``We have based this list on the best possible people to serve the Iraqi people,'' al-Jaafari said, adding that ``qualifications'' and ``integrity'' were among the qualities he and his advisers looked for in each candidate.
``Iraqis will find that this government has religious, ethnic, political and geographic variety, in addition to the participation of women,'' al-Jaafari said in a televised news conference after the session.
The cabinet includes Iraq's majority Shiites, Kurds and Sunnis, and seven of the ministries went to women, al-Jazeera said. The Iraqi List of former interim Prime Minister Ayad Allawi, a cousin of the new finance minister, was excluded from the government, it said.
Al-Jaafari will hold the defense portfolio, which will eventually be assigned to a member of the minority Sunni Muslim community. By incorporating Sunni Muslims into the government, Iraq's leaders hope to correct a balance of power following a Sunni boycott of the January poll, al-Jaafari said.
