At least one congressman saw former terrorism consultant Richard Clark as ineffective in the war on terror. Congressman Chris Shays (R-Conn.) wrote the 9-11 commission Wednesdays saying that Clark was of little help to the committee he chaired on national security. In a letter to the commission Shays says that Clark was “of little help in our oversight.
