IRN has learned through a normally reliable source that President Bush will announce his intention to place National Guard troops on the nation's southern border to help stop the flood of illegal aliens entering the country. According to this and other sources the guard units will be under the nominal control of their governors while the federal government will pick up the expense of their deployment.
